FS#1591 - [icu] needs to rebuild that should place genccode into /usr/bin rather than /usr/sbin for building.

Here is the problem with ICU where LibreOffice has refused to build without genccode, yet an output log results like this.

Libreoffice to be build with librechroot and is available within the repository. No need for a rework when all other packages work without problems.
