FS#1521 - [php-imagick] add package

php-imagick is an optdepends for many PHP webapps like Nextcloud and Wordpress, would be good to have itin Hyperbola, Arch added it last year

We won't be able to support this package as imagemagick is unfree. So the other possibility would be to support php-gmagick as possible alternative. Will be implemented therefore!
