FS#1603 - [djview] Add new package

Users must need DjView to read any DjVu file if it isn’t present on the repository in this distro, so here’s a link about it during the pending process.

The PKGBUILD is not following our packaging-guidelines. Please re-evaluate it and open another issue therefore. It cannot be included in this state and besides that it is questionable if the software is possible to be ported towards HyperbolaBSD in the future.
