FS#1214 - hyperbola branding - add guidelines to packages

I could not find any regarding using arch or other branded themes. Parabola apparently rebrands some stuff in their libre repository, eg. they have their own parabola-themes-slim package for slim based themes.

Even though stated otherwise: For upcoming 0.4.3 there will be themes available so there can be something called "branding" besides we want to stay slight away from brands and names. Focussed more onto providing a system.
